Type 1 workers, who can stay up to five years, are nearing the quota in the restaurant sector, prompting a temporary halt in new certifications from April 13. The program, introduced in 2019 to address labor shortages, covers multiple industries, with many workers coming from countries such as Vietnam and Indonesia, and the largest concentration in Aichi Prefecture.

Looking ahead, Japan plans to launch a new system in 2027 to replace the technical intern program, aiming to transition more workers into the Type 1 category within three years.
