Attorney Vic Goel noted this is highly irregular and could indicate a shift in policy or enforcement tactics. He advises applicants not to respond directly to such RFEs without USCIS clearly disclosing the reasoning, as per federal regulations (8 CFR 103.2(b)(16)(i)).
The development coincides with stricter immigration enforcement, raising additional challenges for international students and foreign workers in the U.S.
